The Strategy and Results Framework (SRF) provides:
- An overarching, results-oriented structure for the combined work of the 15 CGIAR Centers
- Strategic direction to ensure that shared objectives are met, measurable impacts are produced, and the contribution to agricultural development is maximized
- The priorities, rationale and content for research to be undertaken by the CGIAR, and an outline of the organization’s agricultural research agenda in terms of CGIAR Research Programs (CRPs).
The SRF identifies the evolving context of international agricultural research and the CGIAR’s role over the coming few years on the basis of its comparative advantage.
It also defines the four strategic system level outcomes (SLOs) to be pursued, all of which have been derived from the CGIAR’s vision and the Millennium Development Goals:
- Reduce rural poverty
- Increase food security
- Improve nutrition and health
- Ensure more sustainable management of natural resources
In addition to setting out a common research agenda for the 15 Centers, the SRF serves several other important purposes:
- It produces an easily understood framework to track measurable developmental impact target
- It provides guidance as to how the Centers’ research efforts to produce international public goods will interact with the work of other national, regional and international organizations, as well as other relevant development stakeholders and partners, to achieve development impact
- It constitutes an important guiding tool for the Consortium Board’s policy decision-making process, including setting up the priorities in and among CRPs.
Finally, the SRF identifies areas in which the CGIAR needs to have strong competencies in order to be able to carry out the research needed to achieve the CGIAR’s vision.
